New Customs System Brexit Ready?
HMRC’s CHIEF computer entry system has served the country well since its introduction in 1994, but is due to be replaced by its upgraded counterpart shortly – the Customs Declaration Service (CDS).
The CDS system is being phased in from August, with CHIEF being fully replaced by January 2019 after 25 years of service. It is widely believed that HMRC’s main system is moving from being transaction-based, with the ability to calculate taxes, VAT and duty, to a comprehensive customs management system that helps facilitate trade.
The decision to replace CHIEF was made prior to the UK’s decision to leave the European Union, but HMRC confirm that it will be scaled to meet any extra volume in declarations brought about by Brexit.
The CDS system will provide the same features as CHIEF, including processing declarations for goods entering and leaving the UK, calculating and paying duty and taxes and completing customs information electronically.
In addition the CDS system will:
- Provide access on GOV.UK to a Government Gateway account.
- Provide several new and existing services in one place – for example, traders will be able to view previous import and export data on pre-defined reports, check the tariff, apply for new authorisations and simplifications, and check their duty deferment statement
- Provide self-service tools, guides and checklists.
